The Ad Hoc Group for the Protection of Property Rights has taken note of ANC Secretary-General Jessie Duarte’s remarks on Monday, on Expropriation without Compensation at a media conference. During the interview, she elaborated on the ideological fiction that expropriation without compensation (EWC) is at the heart of economic development.

This position flies directly in the face of a finding by the Institute of Race Relations that expropriation threatens “the property rights of all South Africans: from the 9.5 million people with homeownership to the approximately 18 million with customary law plots and the estimated 17 million who are members of pension funds. It would also harm all business owners, large and small. At the same time, the economic consequences of the Bill would further harm the 11 million individuals who are currently unemployed, by reducing investment, limiting growth and hampering post-lockdown recovery.”

Two Wrongs Do Not Make A Right: Choosing the socialist road of enforcing dependency from handouts and victimhood, Ramaphosa, who became a Billionaire simply because he is black, has such a distorted world view, because his billions were just handed to him, he has no concept of what success or viability or sustainability or nationhood is. Like all Socialists, he seems to think the gravy train has no end and he can just keep punishing the hand that feeds him on the gravy train, whilst rewarding those who steal, plunder and vote for socialist grants. Ramaphosa has essentially admitted defeat when it comes to getting South Africa prosperous again, he appears to have no interest in that whatsoever.

Cyril Ramaphosa, seems to have changed direction and has moved on from blaming CCPvirus and has gone back to put the blame for South Africa’s imploding economy, before the outbreak of the CCP-virus, squarely on the shoulders of the usual suspect – ancient history of apartheid.

Monday on the 16th December, 2019 in Bergville , KwaZulu Natal President Ramaphosa gave a speech. Included in this speech was the controversial and acutely serious issue of; Land Expropriation Without Compensation. He said that True Reconciliation cannot take place without Taking the Land, the Land SHALL be returned.

Ramaphosa has a strange way of expressing so-called “Nation building” and overcoming as he puts it “a bitter past” with his announcement of “Land Expropriation Without Compensation” is no way to build a nation or did he not learn anything from all that went on in ZIMBABWE? Land Reform as Mugabe referred to it did not work out well for Zimbabwe.

SA’s economic decline has happened by design – The ANC’s obsession with disproved socialist/communist practices is at the root of the problems

All the plans devised to reignite the economy of the country will be stillborn so long as the ANC continues to pursue its socialist/communist programme. Even as Tito Mboweni proclaims his plans for the recovery, the ANC persists with its plans for expropriation of property without compensation, compulsory equity transfers, control of the “commanding heights” and the dogged pursuit of the communist-inspired national democratic revolution.

The ANC is surely the only governing party in a constitutional democracy, under the rule of law, that remains wedded to the rhetoric of revolution. The melancholic truth is that, over a period of 25 years of ANC rule, the country has been systematically legislated for failure. A country with the natural resources, natural skills, enterprise and sound infrastructure of SA does not fall into poverty through misadventure. It happens by design.

ANC wants to speed up expropriation process during Christmas holiday season

The process to amend section 25 of the Constitution in order to fast-track expropriation without compensation suddenly gathered speed on Tuesday when a draft bill to amend the Constitution was tabled by the parliamentary legal services.

The Constitution Eighteenth Amendment Bill was tabled at a sitting of the ad hoc committee tasked with amending the Constitution.

This first bite at the wording of the constitutional amendment states that when the state and the land owner cannot agree on the price to be paid, a country may – where land and any improvements thereon are expropriated for the purposes of land reform – determine that the amount of compensation is nil.

Parliamentary legal services furthermore proposed inclusion of a section which requires national legislation to set out specific circumstances where a court may determine that the amount of compensation is nil.

Expropriation without compensation is officially back on Parliament’s agenda : We are hungry, we want our land back’

Amending Section 25 of the Constitution is officially before Parliament again after the National Assembly passed a motion on Thursday to establish an ad hoc committee to draft an amendment to allow expropriation without compensation.

In the debate on the motion, the old fault lines between parties who supported amending the Constitution and those who did not, have emerged yet again. The DA, IFP, FF Plus and ACDP opposed the motion.

ANC chief whip Pemmy Majodina brought the motion, which noted the fifth Parliament adopted a report by the constitutional review committee (CRC) recommending the Constitution should be amended so section 25 makes “explicit that which is implicit in the Constitution, with regards to expropriation of land without compensation, as a legitimate option for land reform, so as to address the historic wrongs caused by the arbitrary dispossession of land, and in so doing ensure equitable access to land and further empower the m

The decision of the ANC government to continue to amend legislation on section 25 of the Constitution – which deals with expropriation without compensation – is short-sighted.

According to Vryburger, a motion on the ad hoc committee to review and implement the amendments to the legislation has been approved by the National Assembly today. The committee will continue where the fifth parliament ceased in December 2018, and should report back to the National Assembly by the end of March 2020.
